Kansas Gov. Laura Kelly has revised her phased reopening to businesses during the Covid-19 pandemic, allowing salons and barber shops to reopen as planned on Monday but keeping bars and theaters closed. All those businesses were scheduled to be open next week as the second phase of her plan took effect.
