WASHINGTON – Arizonans are already setting voting records this year, driven by a bitterly contested presidential race, a large number of new voters and COVID-19 fears that voting in-person may not be safe. State election officials had already received 2.3 million ballots by Oct. 30, closing in on the total 2.6 million that were cast in 2016.
