Tropical Storm Beta crawls off Texas coast, threatens flash flooding into Louisiana

The latest tropical storm in an exceptionally busy 2020 Atlantic hurricane season is crawling off the coast of Texas on Sunday, threatening to bring flash flooding to areas still impacted by Hurricane Laura.
