The bill bans abortions including in cases of rape and incest.

Republican bill sponsor Terri Collins argued those types of EXCLUSIONS Would have hurt the goal of creating a court case to weigh whether embryos and fetuses are people with rights of personhood.

(SOUNDBITE) (English) REPUBLICAN BILL SPONSOR TERRI COLLINS SAYING: "My goal with this bill, and I think all of our goal is to have Roe vs Wade defeat& turned over, and that decision will be able to be sent back to the states so that we can come up with our laws." This year - 16 states have introduced legislation to restrict abortion rights… In four of those states, Governors have signed so-called heartbeat bills, which essentially outlaw abortions after 6 weeks of pregnancy.
