Local elections to take place in separatist-held parts of eastern Ukraine

President Volodymyr Zelenskiy has announced local elections in separatist-held parts in the east of the country.

But his plans are being criticised because the vote will take place before Kyiv takes full control of the borders and before Russian-backed forces have withdrawn from the occupied areas.
