Lea County, New Mexico, is the No.2 oil-producing county in the United States.

But according to Reuters, equipment that should be generating one business owner $700,000 a month is standing idle.

That's because there aren't enough documented workers to go around.

In Lea County, Hispanics and Latinos now account for as much as 70 percent of the population.

About two years ago, Lea County employers say ICE stepped up operations in the area.

Roughly a third of all immigrants in New Mexico and Texas lack valid working papers,
