Government workers in the Philippines were slammed after hiding a lap dancer for a colleague's birthday party during office hours.

Paolo Johan Perez was celebrating with friends in their branch of the Department of Health when the surprise ''gift'' was revealed earlier this month.

The sex worker allegedly sprung out of a cardboard box before gyrating in front the bureaucrat's lap.

In the video, the woman is seen using purple cloth for a bra while wearing a see-through black skirt and giving a sexy lap dance to a man.

Around a dozen employees watch and cheer while they should have been working.

Footage was shown to superiors and a complaint was made about the behaviour.

Senator Richard Gordon exposed the raunchy video during a press briefing on August 25 on the findings of an investigation into the state-run health insurer PhilHealth, the department that the staff in the video work for.

The man in the video receiving the lap dance is allegedly PhilHealth regional vice president Paolo Johan Perez.

The footage was recorded in the agency's office in Rizal.

He allegedly received a lap dancer from his colleagues as a birthday gift.

Senator Richard Gordon said : "On his birthday, Perez received the gift.

An enormous box in his office.

A girl dressed scantily except for underwear danced and gyrated provocatively in front of Perez in the office premises.

Perez enjoyed the performance and was seen smiling in the video.'' However, Perez defended himself and said that the woman was not a sexy dancer but a participant in a singing talent contest that his staff prepared for the party.

He said: "It was my birthday, my staff prepared a program.

The woman had a talent for singing and it’s not true that she was naked.

The crowd was noisy, so she wasn’t able to sing.

I didn’t know that it was planned, it came as a surprise to me." Perez admitted to a hearing last week that he was involved in the controversial party.

Senator Gordon said he will push the filing of charges for allegedly violating the Expanded Anti-Trafficking in Persons Act of 2012 because he allowed the hiring of the woman in the video "to engage in prostitution pornography."
