Vo in monitor good afternoon, thank you for joining us, i'm cash matlock.

We begin with a developing story out of west alabama tonight.

A man is airlifted to jackson after his sulligent home burned down this afternoon.

The lamar county sheriff's office were called to the 1800 block of academy road at about 12:50 and found the house fully engulfed.

Law enforcement say they found the man inside with his dog.

The homeowner was taken to a columbus hospital and later airlifted to jackson.

Fire crews from molloy, millport, sulligent and vernon were all on the scene, along with deputies, forestry crews and ems. the home is believed to be a total loss.

The cause of the fire is under investigation.

Governor tate reeves says hurricane sally is more unpredictable than any recent storm.

The storm is moving at a crawl and isn't expected to make landfall until 9 a.m.

Tomorrow.

Reeves says the storm is expected to hit just east of the mississippi and alabama line, with jackson and george counties receiving the most impact.

9 a.m.

Is hightide which means there could be significant flooding in that area.

Reeves says the state has already pre-positioned 120 thousand sand bags and mgs and more than 25 hundred blue tarps.

"i really believe that anywhere from biloxi east is where this thing is going to hit and land, the best projections right now are in the mobile bay area, but again, it would not surprise me the way this thing is bouncing back and forth for it to go further east, it would not surprise me for it to go further west, but i do think that we are looking at the potential of fairly large amounts of water..."

Reeves says there are more than 120 people stationed in shelters throughout the coast and surrounding areas ready to assist those who may need help.

Governor kay ivey says that president trump has approved her request for a pre- landfall emergency declaration for the state of alabama.

Ivey held a press conference today updating the public on the latest efforts to prepare for hurricane sally.

Following the initial state of emergency, governor ivey says she has closed all beaches and advised that all non-residents and residents who live in low-lying areas prone to flooding leave as soon as possible.

"we have offered every assistance humanly possible.

Unfortunately, our local leaders are well experienced in emergency management.

They've had a lot of practice over the years.

So they are well aware that all they need to do is to let us know their needs and we'll be standing there shoulder-to- shoulder with them all the way."

Governor ivey says that it appears many people have already headed her call for voluntary evacuation.

Hurricane sally is slowing moving it's way down the coast at this time, wcbi meteorologist trevor birchett joins us live from pascagoula with more on the storm.

Some rain is possible as well but sizable amounts are unlikely here.

Overall, expect 1/2" or less for most spots.

Drier, less humid air is slated to build in starting friday and it will give us some awesome, more fall-like weather into early next week.

Tuesday night: partly to mostly cloudy with a slight chance of showers.

Lows in the lower 70s.

Winds ne 5-15 mph.

Wednesday: partly to mostly cloudy with a 20-30% chance of showers.

Highs will range from the upper 70s to mid 80s across the region.

The warmest temperatures should occur across our western counties.

Breezy nne winds continue between 10-25 mph.

Off top one would think it would be easy to find out if the county has new property on its tax rolls.

However, that's not the case and the next step to find the answer in lowndes county will be settled in a courtroom.

The lowndes county school district wants to raise its millage rate, better known as raising taxes.

If the school district wants to raise the millage more than seven mills, it most hold a referendum for voters to decide.

How all of this is based on how much new real property there is on the tax rolls.

The school district says there is enough new property on the tax rolls that it would not have to hold a referendum.

County leaders disagree.

Why???

The main issue boils down to a fee in lieu... this is a tax break the county gives businesses and industry to lure them to the area.

The school says once that fee in lieu agreement is done, generally after ten years, then that business becomes new property on the county's tax roll.

Supervisors contend businesses are paying a third of their assessed property taxes during the fee in lieu and once that agreement is done the business will pay it's full share of property taxes.

Because of that one-third payment, county leaders say that means the business should not be considered a new property.

Off top it's something every homeowner wants to hear... no tax increase.

Noxubee county supervisors were able to make that announcement at their meeting this morning.

In fact, county leaders there decreased their milage rate.

This is the second year in a row that the county has not raised taxes.

Folks will see the change on their next tax property tax collection notice.

"we approved our new budget today.

We went down .28 mills for our new budget.

Next year, some people will have a little increase because of self evaluation went up a little bit.

Other than that, we went down on the taxes."

The new budget year begins october first.

Off top a mississippi state senator is encouraging business owners to apply for "back to business" grants, before it's too late.

This is the last day business owners can apply for the "back to business mississippi grant program."

The grants are administered by the mississippi development authority to help small businesses receive financial support to recover from the economic impacts of covid 19.

District six senator chad mcmahan says the grants are part of the federal cares act" program.

"it's really important to me our businesses take advantage of this money, this is not welfare, a handout, it's a hand up for businesses, small businesses are the backbone of mississippi and so we want to be sure every small business in the state of mississippi can qualify for a grant, if they will apply."

The grants are available to businesses in mississippi with fifty or fewer employees.

The grants are available to businesses in mississippi with fifty or fewer employees.

Stinger-stinger wcbi continuing coverage stinger covid-19 related hospital numbers continue to improve across mississippi.

The mississippi state department of health reports 505 new coronavirus cases today, along with 28 deaths.

Fatalities were reported in lee, montgomery, oktibbeha, pontotoc, and yalobusha counties.

667 people remain hospitalized with confirmed or suspected covid-19 symptoms, which is down from yesterday's 680.

There are 177 people in i.c.u.

And less than one hundred people requiring a ventilator.

It's a stacked election year for mississippi.

This november, mississippians will vote on candidates for president, the u.s. house and senate, the state flag, áandá legalizing medical marijuana.

Initiative 65 would legalize medical marijuana for 22 specific debilitating conditions, but the ballot may be a little confusing.

Initiative 65 will be paired with alternative measure 65-a introduced by state legislators.

Voters will be asked two questions... the first is whether or not to approve either initiative.

Then, voters will be asked to choose between initiative 65 or 65-a.

Ken newburger supports initiative 65.

He says this initiative lists specific qualifications for patients, and establishes a medical treatment center as the distributor-- not local pharmacies.

"it's just really important that our patients who are suffering from debilitating medical conditions see the same relief that 33 and a half million other americans are seeing in other states."

"states with opioid use see a drastic reduction in opioid overdoses after medical marijuana is passed."

Initiative 65 got on initiative 65 got on the november 3rd ballot because more than 200 thousand registered voters petitioned to put it there.

A fate shared by college football teams nationwide due to covid-19.

However, now that we're nearing the end of fall camp, kiffin says he likes the effort the team has put in, but feels they have more work to do.

"i don't know if i had any expectations because we didn't know if we were going to play.

Didn't know if we were going to have to shutdown practices.

How many practices we would get?

So i don't know if i had any expectations of exactly what would happen.

I think they worked really hard.

I still feel like we're a long ways away from playing.

That's just because we're new and didn't have spring."
