Houston Federation of Teachers recommends guidelines for reopening schools this fall

The Houston Federation of Teachers, a local teachers’ union, is recommending the Houston Independent School District not reopen for in-person instruction until there has been a decline in coronavirus cases for at least 14 consecutive days.
