Kentucky bill calling for harsher criminal penalties heads to governor's desk

Kentucky lawmakers on Thursday gave final approval to a sweeping criminal justice bill, heading to Democratic Gov. Andy Beshear's desk after the state House passed it in a 75-23 vote.
