Trump to propose making immigration more merit-based

U.S. President Donald Trump will outline on Thursday a plan to harden border security and overhaul the legal immigration system to favor applicants who speak English, are well-educated and have job offers, senior administration officials said.

In his long-awaited immigration OVERHAUL plan, rolling out Thursday, U.S. President Donald Trump is expected to call for HEIGHTENED SECURITY at the U.S. border with Mexico and STRICTER LIMITS on LEGAL IMMIGRATION.

The plan was devised largely by senior Trump adviser and son-in-law Jared Kushner and White House immigration HARDLINER Stephen Miller.

It's the latest push in what has been one of his signature issues.

Reuters has learned the plan, which faces fierce opposition from Democrats in Congress, aims to keep legal immigration steady at about 1.1 million people per year.

But it would prioritize people with advanced degrees and training, and sought after skills such as computer programming, while reducing the number of family members immigrants could sponsor.

The plan apparently will not address the recent surge in migrants, nor does it suggest what to do with the estimated 1 million immigrants brought illegally to the U.S. as children known as Dreamers.

Trump will also call for the funding of his elusive border wall and boost U.S. entry fees to pay for security infrastructure.

The speech comes after the U.S. government said it detained nearly 100,000 people crossing the southern border in April for the second month in a row... the highest numbers since 2007.
