KAMALA HARRIS, (D) CALIFORNIA, SAYING: "I do not believe you are a racist." In the most dramatic clash of a contentious Democratic debate Thursday, California Senator Kamala Harris railed against 2020 frontrunner Joe Biden over race relations.

She called his remarks on working with pro-segregationist senators "hurtful" and questioned his 1970s opposition to school busing.

KAMALA HARRIS, (D) CALIFORNIA, SAYING: "Do you agree today, do you agree today that you were wrong to oppose busing in America then?

Do you agree?" (SOUNDBITE) (English) JOE BIDEN, FORMER VICE PRESIDENT, SAYING: "No, I did not oppose busing in America.

What I opposed is busing ordered by the Department of Education.

That's what I opposed." (SOUNDBITE) (English) SEN.

KAMALA HARRIS, (D) CALIFORNIA, SAYING: "There was a failure of states to integrate public schools in America." (SOUNDBITE) (English) JOE BIDEN, FORMER VICE PRESIDENT, SAYING: "Because your city council made that decision.

It was a local decision." (SOUNDBITE) (English) SEN.

KAMALA HARRIS, (D) CALIFORNIA, SAYING: "So that's why the federal government must step in.

That's why we have the Voting Rights Act and the Civil Rights Act." The searing EXCHANGE was one of several in THE SECOND OF TWO back to back debates hosted by NBC News that at times lapsed into a racket.

KAMALA HARRIS, (D) CALIFORNIA, SAYING: "Hey guys.

America does not want to witness a foodfight.

They want to know how we're going to put foodon their table." South Bend, Indiana Mayor Pete Buttigieg FACED QUESTIONS OVER a recent shooting of a black man by a white police officer in his city, and why the police force lacks diversity.

(SOUNDBITE) (English) PETE BUTTIGIEG, SOUTH BEND, INDIANA MAYOR, SAYING: "Because I couldn't get it done.

And until we move policing out from the shadow of systemic racism, we'll be left with the bigger problem of the fact that there's a wall of mistrust." Unlike the night before, Thursday's debate saw the 10 candidates turning up the heat on President Donald Trump.... Senator Bernie Sanders, who has been running second to Biden in polls, held nothing back.

(SOUNDBITE) (English) SEN.

BERNIE SANDERS, (I) VERMONT, SAYING: "Trump is a phony, that Trump is a pathological liar and a racist." The debate also showed the Democrats' deep divisions over healthcare….

BERNIE SANDERS, (I) VERMONT, SAYING: "We will have medicare for all." (SOUNDBITE) (English) SEN.

MICHAEL BENNET, (D) COLORADO, SAYING: "And I feel very strongly that families out to have this choice." But they were united on the issue of separating migrant children from their families at the border.

(SOUNDBITE) (English) JOHN HICKENLOOPER, FORMER COLORADO GOVERNOR, SAYING: "In Colorado, we call that kidnapping." (SOUNDBITE) (English) MARIANNE WILLIAMSON, AUTHOR, SAYING: "These are state-sponsored crimes." (SOUNDBITE) (English) SEN.

KIRSTEN GILLIBRAND, (D) NEW YORK, SAYING: "The fact that seven people have died in his custody." Biden used the moment to showcase his foreign policy record, highlighting a Central America aid package aimed at stemming the flow of migrants.

(SOUNDBITE) (English) JOE BIDEN, FORMER VICE PRESIDENT, SAYING: "It was working.

We saw a net decrease in the number of children.

The crisis was abated.

And along came this president and he said he immediately discontinued that." But Biden took heat for his stand on the Iraq war.

(SOUNDBITE) (English) SEN.

BERNIE SANDERS, (I) VERMONT, SAYING: "Joe voted for that war.

I helped lead the opposition to that war, which was a total disaster." The candidates will meet again in July for their next two-night debate to be held in Detroit, Michigan.
