Trudeau, 29 at the time, is seen wearing a turban and dark makeup on his face and hands.

Having only announced his re-election campaign a week earlier, Trudeau called his actions "a dumb thing to do.".

It was something that I didn't think was racist at the time, but now I recognize it was something racist to do,  Justin Trudeau, via 'TIME'.

I'm going to be asking Canadians to forgive me for what I did ... it was a dumb thing to do.

New Democratic Party Leader Jagmeet Singh said the PM "has to answer" for the photo and called it "insulting.”
