Britain's Boris Johnson said on Sunday that he will not resign, even if he fails to secure a withdrawal deal with the European Union before the end of October.

(SOUNDBITE) BRITISH PRIME MINISTER BORIS JOHNSON SAYING: "I've undertaken to lead the party and my country at a difficult time and I'm going to continue to do that." British Prime Minister Boris Johnson says he's staying put even if he fails to secure a deal to leave the European Union.

As his Conservatives' annual conference begins in Manchester, the prime minister is seeking to rally his party behind his "do or die" message - that he will deliver Brexit by the end of October, with or without a deal.

But he has declined to explain how he will circumvent a law, passed by parliament, that would force to him ask the EU for a delay to Brexit if he has not secured a withdrawal deal by the end of a EU summit on October 17 and 18.

He's called that law the "surrender act".

Opposition lawmakers have said such language is stoking division in an already fractured country.

(SOUNDBITE) (English) LABOUR PARTY LAWMAKER, PAULA SHERRIFF, SAYING: "With many of us in this place subject to death threats and abuse every single day.

And let me tell the prime minister that they often quote his words." (SOUNDBITE) (English) BRITISH PRIME MINISTER, BORIS JOHNSON, SAYING: "I have to say Mr. Speaker, I have never heard such humbug in all my life." Speaking on the Andrew Marr Show on Sunday, Johnson said that everybody needs to calm down.

(SOUNDBITE) (English) BRITISH PRIME MINISTER, BORIS JOHNSON, SAYING: (ANDREW MARR SAYING: "INCLUDING YOU") I think I've been a model of restraint.

But I think everybody should calm down and I think that it's very important.

(ANDREW MARR SAYING: "YOU DON'T REGRET THE USE OF THE WORD HUMBUG AT ALL WHEN AN MP IS DISCUSSING A DEATH THREAT MADE AGAINST HER?") I think it is wrong in principle that politicians should be prevented from trying to use words like surrender." The prime minister is also facing allegations that, when he was mayor of London, he failed to declare close personal links to tech entrepreneur Jennifer Arcuri who received thousands of pounds in public business funding and places on official trade trips.

(SOUNDBITE) BRITISH PRIME MINISTER BORIS JOHNSON SAYING: "There was no interest to declare.

(ANDREW MARR SAYING SHE WAS A FRIEND OF YOURS, SHE GOT PUBLIC MONEY, SHE GOT ACCESS - INAUDIBLE) Let's be absolutely clear.

I am very, very proud of everything that we did and certainly of everything that I did as mayor of London." London's governing authority has referred the matter to Britain's police watchdog for potential investigation.
