As the proposal heads to May ballots, we're looking into what the project will cost taxpayers.

Newswatch 12's alicia rubin is live tonight to elain what that proposal entails.

On newswatch 12 at 5 you heard from people that oppose this proposal for a new jail and from people that support this proposal for a new jail but throughout todays hearing it seemed as though there is some confusion in the public about what this proposition actually proposes to change.

During the may election voters will choose whether or not to approve the jackson county local correctional facility service district with a permanent property tax rate limit of 87-cents per 1-thousand of assessed value.

This means, the average homeowner would pay around 169 dollars per year in additional taxes.

Sheriff sickler: obviously if you own more property you'll pay more taxes, if you own less property, you'll pay less -- renters will be affected, im sure by rate increases that district includes all terriroty within jackson county except for the city of talent.

The county will contribute a total of 66-million dollars from reserve funds to fund the project.

Over 6 million from reserves has already been spent on land for the jail.

The new jail construction would require a 20-year, 100-million dollar bond, backed by a service district, which will also support the operational costs.

The county will also commit to continue contributing general funds in addition to the funds generated by the new tax district.

Sickler says: we don't have other means to collect it -- cities sometime impose service fees or water bill fees or utility fees -- we don't do that in a county to my knowledge so this is really, when you talk about long-term opperational need, which a jail is always going to need to be operated in a county ... this is one way that you can guarentee that sustainability will continue over time.
